The Federal Agency for Management of Special Economic Zones established in accordance with Presidential Decree dated 22 July 2005 № 855 "On the Federal Agency for Management of Special Economic Zones."
The federal agency is administered by the Ministry of Economic Development of Russia, and operates directly and through its territorial bodies and subordinate organizations in coordination with other federal executive bodies, executive authorities of RF subjects, local authorities, associations and other organizations.
The main functions of the Agency - the provision of public services and implementing law enforcement functions in the sphere of special economic zones (Federal Law of 22.07.2005g. № 116-FZ "On special economic zones in Russia"), as well as monitoring the implementation of agreements on industrial - production or technology-innovative activity.
In accordance with the Regulations of the Federal Agency for Management of Special Economic Zones ", approved by RF Government Decree of 19 August 2005 number 530, the Agency administers the Special Economic Zones in the manner and within the limits stipulated by federal legislation; shall in due course selection applications for the creation of special economic zones; arrange for the keeping of a data bank of land set aside for the creation of special economic zones and real estate in the territory of special economic zones.
Federal Agency for Management of Special Economic Zones have the right to manage and dispose of property located on the territory of special economic zones and in state and (or) municipal property in the manner prescribed by the agreement establishing the special economic zone, land within the territory of special economic zone on the basis of an agreement on the establishment of special economic zone in accordance with RF legislation.
The agency monitors the implementation of agreements on the establishment of special economic zones, the registration of legal entities and individual entrepreneurs as a special economic zone residents, oversee the implementation of special economic zone resident agreement on industrial-production or technology-innovative activity, organizational and technical support activities of the Supervisory Board special economic zone, as well as exercise other powers in the area of activities, if such powers are stipulated by federal laws, normative legal acts of the President of Russia or the Government of Russia.
