The boundaries for the original townsite of Covina, as of April 8, 1886. The town was founded by Joseph Swift Phillips in 1882, and the tract was surveyed between November 1883 and January 1885, at which time Phillips opened his tract to settlers. The city was incorporated August 14, 1901 -- at only one square mile, it was the smallest city in the United States in area, inspiring its slogan that was selected in 1922, "One Mile Square And All There". Covina has since outgrown these original boundaries, and the Covina Valley Historical Society has placed small commemorative plaques in the sidewalk at the corners bounded by Fourth St. on the west, the alley north of College St. on the north, First St. on the east, and Puente St. on the south.
