Right. Today, 15 May 08, soldiers are sent there to excavate a channel to release water, since the locks are blocked after the earthquake.

Wonder if fault line, water reservoir level changes and earthquake epicentre, all in the vicinity, could be the cause/ trigger ?

Looks to me like there must be 2 major dams, at least, covered in the major international news on this?: see also the dam above Beichuan city, capital of Beichuan region of Sichuan province, NNW of Mianyang which is NNE of Chengdu --- Beichuan coordinates are 31°50'4"N, 104°27'26"E.
