City with a population of 27,741 at the 2000 census. State capital and county seat of Franklin County. First settled by James Wilkinson in 1786. The town was probably named after Stephen Frank, a pioneer who was killed in an Indian raid here in the 1780s. Made state capital on Kentucky statehood in 1792. Briefly occupied by the Confederate army during the Civil War.

One of the smallest state capitals in the United States.
