In the 1930's the Bow Back Rivers were heavily modified for better flood management of the Lower Lea valley, and provide improvements for waterborne traffic. There was just one lock on the old system and that was at Marshgate Lane, near where City Mill Lock stands. The top end of the system was regulated by the flood gates at Old Ford. The remains of these still exist. This was superseeded by the new lock at Carpenters Road. This lock, known as Carpenters (or Carpenters Road) Lock gave access to the tidal stretch of the River Lea and the Waterworks River, its main use being for barge traffic to Temple Mills some distance up the River Lea.
