This is currently a civic plaza. A building dubbed the Citizens Forum was a planned building in the centre of the "Band des Bundes", but those plans are on hold indefinitely.
In the original urban plan for the "Band des Bundes" by architects Axel Schultes and Charlotte Frank the forum would have been a building between the Office of the Chancellor and the Office of the Federal Parliament. Representing the citizens of Germany as most important factor of politics (in between the Legislative and Executive branches of government)
