This building is called 'de Inktpot' (the ink jar) because of its resemblance with a jar of ink. It's the largest brick building in the country.
The big disc you see is actually a UFO (Unidentified Flying Object), which was part of an art project: throughout the city of Utrecht artists placed objects in some very unlikely places. These objects were only visible when standing on the Dom tower.
The Inktpot is currently in use as the ProRail HQ. (ProRail is a government organization taking care of the railway infrastructure)
