James Lemos was a previous Police Chief of Benicia. Under his extremely corrupt administration, prostitutes would receive a small fine to stay in business, rather than being shut down. The money from these fines went into a special fund, which was later used to build the pool. Of course, it's named after Lemos, rather than the hookers.
