Please refer to your conversation with Shri H. Vishwanathan, Director (IH) Central Labour Institute when he visited you. It was informed to me that you would like to hav the details of our next workshop on HAZOP. The HAZOP that is planned from 26th to 28th March 2008 is as follws:
PROGRAMME PERSPECTIVE:

Accident in Hazardous Chemical Plant or installation results in injuries, fatality and property loss within installation and in surroundings. It may also cause business interruption and damage to the environment. Typical hazards include fire, explosion and toxic release. The first step in tackling such problem is identification and assessment of these hazards.

Under the Rule 4 of Manufacture, Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989 under Environmental Protection Act, 1986 an occupier of Major Accident Hazard Installation is required to provide evidence that he has identified the Major Accident Hazards and taken adequate steps to prevent such hazards. The complexity of modern plant makes this exercise difficult unless systematically designed procedures are adopted.

HAZOP study is one of the techniques widely used world-over to identify hazards and process disturbances associated with various operations in the plants. It is also used in the design of new plants or process and plant extensions. The procedure involves finding out meaningful deviation from design intention for each line, vessel, etc. finding out the consequences of the same and safeguarding against hazard that are associated.
OBJECTIVE:

In recognition of worldwide acceptability of HAZOP technique used for assessment of hazards associated with operation of a chemical plant, this workshop is organized to impart working knowledge of HAZOP technique. The Workshop will expose the delegates to the highlights of safety applications of process control instrumentation and prevention and control of hazards. The aim is to develop the delegates to carry out HAZOP in their units as HAZOP study team leaders. These leaders in turn may act as trainers in their organization also.

METHODOLOGY:

Beside regular lecture, the participants will be exposed to exercises and case studies selected from the industries involving hazardous chemicals and process. The exercise will develop confidence amongst participant to conduct such studies in their own organization.

PARTICIPANT:

Participant should have knowledge of chemical plant operation, maintenance or safety. They should be familiar with various components of P & I Diagram, Flow sheets, etc. The course is beneficial for the Plant Manager, Process Engineer, Maintenance Engineer, Instrumentation Engineer, Design Engineer, Chemist, Safety Processionals and Process Operators.

MODE OF TRAINING:

Presentation by Experts, Syndicate Exercises and Presentation by the delegates.

FEES:

(a) Institute Fee: Rs.1250/- per participant to be sent along with the nomination letter by a demand draft / banker’s cheque in favour of Central Labour Institute, Mumbai payable at Mumbai.

(b) Other Expenses: Rs.1300/- per participant to be paid in cash by the participants at the time of registration to the representative of the managing committee to be formed amongst the participants to meet the workshop expenses on printing, stationery, refreshments and other miscellaneous heads.

Please note that this part of fee shall not be accepted in the form of cheque or draft.

ACCOMMODATION:

Limited shared accommodation is available in institute hostel @ Rs. 20/- per day per participant. If wanted, the requirement should be indicated in the nomination letter. Allotment will be made on first come first served basis.
