He was born in Ranebennur but he belongs to Havanur.he was professionally as an Advocate.he had become the Law Minister of the Karnataka.once Central Government had appointed as a chairman of backward class committee.he had good work in fever of Backward class`s which is benefited to the OBC group of class`s or cast`s, therefore his commission is popularly known as "Havanur Commission".and another his life of the great achievement is `for the first time Indian advocate was appointed as an adviser to the Constitutional Advisory committee of the South Africa. Mr. Havanur was inducted into the Devaraj Urs ministry after this and played a major part in the implementation of the report.
Sri Devaraj Urs was so impressed by the report that he called it the "Bible of Backward Classes". The Supreme Court of India also praised the report as a scientific study of the Backward Classes. In 1991, Mr. Havanur was involved as an advisor for the formation of the South African constitution. Shri. Havanur was not a politician at all. He was rather pulled into politics due to circumstances leading to his popularity after the submission of the report on backward classes, popularly known as the Havanur Report. He was a legal luminary and a social reformer using his legal knowledge for the upliftment of backward classes with a great sense of committment. It is wrongly held by many that it was Devraj Urs who had the cause for the backward classes. Shri. Urs was only a B.A graduate. He has not written a single article or book or speach in the cause of backward classes. Without Shri. Havanur there is nothing that can be spoken high of Shri. Devraj Urs. Mnay Chief Ministers have come and gone, only Shri. Devraj Urs is remembered till today only because of what Shri. Havanur has contributed. Shri. Devraj Urs got name because he did one good work - appointing Shri. Havanur as the Chairman of the Backward Classed Commission. I guess even Shri. Urs would not have dreamt that his appointing of Shri Havanur as the Chairman of the Backward Classes would have made him immortal. It would not have been possible for many Backward Classes politicians to become Chief Minister without the work and ethos created by Shri. Havanur. Chief Ministers from Backward classes are - Shri Deve Gowda (Gowda community) Shri. Bangarappa (Ediga commuity), Veerappa Moily ( community: valga oodavaru) Shri. Kumara Swamy (Gowda), S.M. Krishna (Gowda), etc.
Unfortunately is that people who have been benefitted from Shri. Havanur's contribution have failed to recognise him, a real testimony to their backwardness.
Mr. Havanur died in Bangalore on September 15, 2006 due to heart attack. He is survived by three sons and four daughters.
