Built in 1925, it started as a 50 bed-capacity hospital. It was originally known as the Pangasinan Provincial Hospital(PPH) but later renamed as Gov. Teofilo Sison Memorial Provincial Hospital in memory of the former governor who donated the building site. It was reconstructed and rehabilitated as an aftermath of the July 21, 1990 Intensity 7 quake that badly damaged its main structures. Pursuant to the provisions of the Republic Act No. 7893 signed into law by former President Fidel V. Ramos, it was upgraded into a 300-bed capacity medical center and started to officially operate as such on July 1, 1997 with the new name of Region 1 Medical Center.

Tertiary Government Hospital. Facilitates 300 or more patients a day. Services include, laboratory, xray, ultrasound, hemodialysis and blood banking and transfusion (NVBSP).
