Built in 1888, state penitentiary Warden Col. William J. Hicks supervised convict labor and used convict-made bricks to achieve this architectural design created by A.G. Bauer. The original purpose of this building was to house the State and Supreme Court libraries. Offices of the Department of Labor have been in this building since the 1920s.
