Presently Buffalo's third tallest building at 391ft, the Rand Building was completed in 1929 and was designed by Franklyn & William Kidd Architects. Numerous interior and exterior features of the Rand Building can be seen in New York City's Empire State Building, leading many to believe that the Rand influenced the design of the iconic skyscraper.

Reigning as Buffalo's tallest building for a mere two years before being surpassed by Buffalo City Hall, the Rand Building served as the home for the Marine Trust Company of Buffalo, later known as Marine Midland Bank. Marine Midland's subsequent owner, HSBC Bank, still maintains offices in the building. Aside from HSBC, the Rand Building is now home to numerous commercial tenants and is probably best known for housing the studios of Regent Communications stations WJYE, WBLK, and WYRK which broadcast via the buildings radio antenna.
