Named after RADM Joe Fowler, USN (Retired), a Disneyland construction supervisor.

Joseph Fowler, born on July 9, 1894, in Lewiston, Maine, graduated second in his class at the U.S. Naval Academy, in 1917 and earned a Master's Degree, in 1921 from MIT. A veteran of both World Wars, Rear Admiral Joe Fowler retired in 1948 from the U.S. Navy and started his next career with Walt Disney Productions in 1954.

Assigned to oversea construction of Disneyland, Fowler would also managed its early operations. Fifteen years later he would take on the task of building Walt Disney World. Senior VP of WDP, Chairman of the Board of WED and Director of Buena Vista Construction Company, Fowler's "can do" attitude never faulted. Fowler's Harbor in Frontierland is named appropriately.

Joe Fowler retired from Disney in 1978 and was named a Disney Legend in 1990.

Admiral Joseph Fowler passed away on December 3, 1993 at age 99.
