The United States Navy’s third largest very low frequency (VLF) transmitter is located at Naval Radio Transmitting Facility (NRTF) Lualualei. It’s a support facility under Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) that facilitates submarine communications managed by Commander, Submarine Force U.S. Pacific Fleet (COMSUBPAC).

NRTF Lualualei was built to be powerful enough to reach anywhere in the Pacific Ocean, including under polar ice, plus provide a crucial comms link to Washington, DC. At one time active point-to-point circuits went to DC, Tokyo, San Francisco, Tutuila, Waiouru, Belconnen, Kwajalein, and Guam. Guam's backup in case of breakdown was Manilla. Inactive circuits with directive antennas available were Kodiak, Adak, Little America, Broome, Singapore, Hong Kong, Shanghai, and Okinawa. Lualualei was also the only naval transmitter powerful enough to reach the USS Nautilus during her four day trip in 1958 from the Bering Strait to Iceland.
