This bridge carries northbound Interstate 77 (West Virginia Turnpike) over the Bluestone River and County Route 3 (Eads Mill Road). It is a four span, steel deck truss with concrete deck built in 1979. There is no direct connection between the interstate and Route 3.

It is named for Medal of Honor recipient Sergeant Cornelius H. "Connie" Charlton who was born in nearby East Gulf. He was killed in the Korean War in 1951 and was honored posthumously.
