8-story Art-Deco office building completed in 1924. Designed by Cross & Cross, it is clad in buff-colored brick, brown corrugated metal panels, and glass above a 2-story rusticated limestone base. The main entrance is at the south end of the west facade on the avenue, set in a surround of polished black granite. It has black metal-framed glass double-doors, sidelights, and transom. To the north are three wide bays, each with 4-over-3 windows (the top panes being very short) in grey metal framing, above black metal panels extending down to the sidewalk. The 2nd floor has four bays of paired windows.

The 3rd-7th floors have bands of windows extending across most of the facade, each articulated as three bays of five windows each, with brown metal spandrels between floors. At the south end there is brick cladding and a bay of smaller single-windows, except for a double-window at the 3rd floor. The brick has a cross-hatch pattern, and there are large brick quoins at the south edge. The 8th floor is fully brick, with four bays of paired windows. The cross-hatch pattern continues, and there are also quoins at the north end. The facade is capped by a brick-and-stone cornice with dentils and small, projecting orbs.

The north facade on 30th Street is similarly designed, spanning five bays. The end bays at the ground floor has service entrances incorporated into them. At the center bay there is a stone shield flanked by lions and garlands between the lower two floors. At the upper floors the window band extends nearly across the full facade, with five bays, wrapping around the northwest corner. There are brick quoins at the far east edge. The top floor has five bays of paired windows, and the same roof cornice.

In 2004 the City of New York opened am office of the Human Resources Administration's HIV/AIDS Services Administration (HASA) program in the building.
