Built by the Pennsylvania Railroad in 1903 as the primary heavy maintenance and overhaul facility of their electric locomotive fleet, today the shops serve the same purpose for Amtrak as well as a major maintenance-of-way (MoW) base for the Northeast Corridor. All Amtrak electric locomotives (AEM-7 and HHP-8, previously also E-60) are serviced and/or rebuilt here (with the exception of the powercars for the Acela Express trainsets).

There was once a connection between the yard and the former PRR Shellpot branch (Wilmington freight bypass), this was removed sometime in the 1980s.
