In 1907, in order to contend against Tsarist Russia Goverior at Three Provinses in Northeast China Xu Shichang set up Songhei Mail Liners General Administration in Daowai District purchased steamships and started the shipplng business. Since then Chinese people had their own fleet or mechanical ships, Xu Shichang therefore bacame a national hero. This building was the private residence of Xu Shichang. In anclent time "Ying Gate" referred to the main entrance of a house. Shichangying referred to the main entrance of Xu Shichang's private residense.
