In 911 CE, Taejo Wang Geon (877–943CE) the founder of Goryeo dynasty, was marching forward for a battle against Gyeon Hwon of Baekje when he became thirsty and sought water from a beautiful lady washing the clothes in a well nearby. Intending to make him drink slowly so that he would not suffer ill effects if he drank too quickly, the woman gave him water in a bowl with a willow leaf placed inside. Taejo, understanding her motive and deeply moved by her gesture, was very impressed with her wisdom and beauty, proposing by to her going to her father asking for her hand in marriage.

The woman who was later crowned Queen Janghwa (934-943 CE), the second wife of now King Taejo of Goryeo, became the mother of Hyejong of Goryeo, the second king of Goryeo.

Today, next to Wansacheon sits a monument of the queen, along with a contemporary sculpture depicting the first encounter between King Taejo Wang Geon and Queen Janghwa.
