  Informed opinion says this is a pipe laying work site associated with the LNG plant which is under construction: https://forum.nasaspaceflight.com/index.php?topic=47001.msg1925359#msg1925359 If you zoom in (&lat=26.057089&lon=-97.157518&z=19&m=b) he is clearly correct. So the 'piers' are likely access causeways. Might also be temporary.
