10-story modernist hotel originally completed in 1963 as a motel called the Lincoln Square Motor Inn. In 1972, it was sold to China and converted to the Chinese Mission to the United Nations. Then, in 1995, the Grand Millennium condominium building was constructed next door, with four floors of its base housing hotel rooms known as the Phillips Club Hotel. The units were designed for "extended stay" use and proved so successful in the tight hotel market of 1997 in the city that the developers decided to double the number of units to 192 by expanding into the former Chinese Mission to the United Nations Building, next door on West 66th Street. The developers built a new mission for the Chinese on First Avenue and 35th Street.

The main entrance is at the east end, in a 1-story section connecting to the taller Grand Millennium building. It is clad in grey granite with a revolving door next to a traditional glass door, below a stainless-steel canopy. To the left is a small section of lighter-colored granite with a short, horizontal window. At the main facade of the hotel, the ground floor has a projecting, wide metal-and-glass storefront on the east, with grey granite at the top and bottom (the top part mostly covered by a canvas signboard and awning). To the left is a beige-brick section with a freight entrance, and then another, smaller, projecting glass storefront. The west end has another brick section with a metal service door up a short set of sideways steps.

The upper floors have brick end piers and spandrels, with bands of windows in silver aluminum framing. At the west end there is a separate bay with recessed balconies fronted by glass railings. The ground floor is occupied by Gourmet Garage supermarket, and La Fontaine Nail & Spa.
