Mysteriously censored part of neighborhood

not mysteriously obscured, just a satelite suburb of blurryville (Vaaghuizen, den haag) back in 1950, during the reconstruction of the Netherlands, housingproblems were forcing the goverment to build more houses for blurry people next to the big area in The Hague.

in this neighbourhood, cars are not allowed

It actually obscures a navy building, which, they say, isn't there since a couple of years. (but maybe it is, because it's still blurred)

It doesn't look like Voronoi to me...
