This 16 story brick building was constructed in 1968. There are 60 apartments.

There are three memorial plaques on the wall of the building. On the top floor in apartment #58 is the memorial apartment of Svyatoslav Richter (1915-1997) one of the most important musicians of 20th century Russia. He lived in this tower in the beginning of the 1970s.

In apartment #47 is located one of the branches of the State Theater Museum in honor of A. A. Bakhrushin, the national actress V. N. Pluchek (1909-2002)

The memorial plaques are for 1. Rostislav Yannovich Platt (1908-1989) Soviet actor and theater, People's Artist of USSR (1961) and laureate of the USSR State Prize (1982 - for theatrical work) who resided here from 1969-1989, 2. Nadezhda Sergeevna Nadezhdena, (1908-1979), Soviet choreographer, founder and artistic director (1948-1979), State Academic Choreographic ensemble "Birch" , People's Artist of USSR (1966), Hero of Socialist Labor (1978), who resided here from 1969-1979 and 3. Aleksandr Petrovich Aleksandrov (1906-1981), an engineer who resided here from 1970-1981 and was twice Hero of Soviet Labor.
