6-story office building completed in 1906. Designed by James J. F. Gavigan as a store-and-loft building, it is three bays wide, clad in grey brick above a beige stone base. A modernized glass-and-metal storefront and main entrance have been inserted into the ground floor, framed by the stone border, and topped by a corrugated black metal panel. The 2nd floor has paneled brick piers, and is topped by a dentiled cornice. The 2nd-5th floors have single-window end bays and double-windows in the middle bay, with stone sills. A projecting stone band course sets off the top floor, which has a band of four recessed windows divided by Ionic columns, and iron decorations attached to the facade at the ends. At the roof line is a brick parapet with a stone panel, peaked with a flat center and an additional decorative shield. The ground floor is occupied by Er Huo Guo Hotpot restaurant.
