Dedicated on December 14, 2014, "Mayor Bill" is a sculpture honoring William H. Hudnut, III, Mayor of Indianapolis from 1976–1992 and the longest serving mayor in the city's history.

As a four-term mayor, Bill Hudnut was responsible for the formation of a public-private partnership that led to Indianapolis' emergence during the 1980s as a major American city. He was actively involved in private sector developments, such as the $300M Circle Centre downtown retail/entertainment complex, negotiations to bring the Baltimore Colts to Indianapolis, construction of the 36-story American United Life building, and numerous sports venues downtown. Bill was a clergyman at Second Presbyterian Church; served as the 11th Congressional District U.S. Congressman; and served as a Senior Fellow (Emeritus) at The Urban Land Institute (ULI) in Washington, D.C.

Bill received many awards, including Princeton University’s highest alumni honor, the Woodrow Wilson Award for public service (1986); City and State magazine’s “Nation’s Most Valuable Public Official (1988); the Rosa Parks Award from the American Association for Affirmative Action (1992); and the Distinguished Public Service Award for the Indiana Association of Cities and Towns (1985). He received honorary degrees from 13 universities and colleges over his lifetime. Hudnut died on December 17, 2016.
