Named for former mayor Cecil E. Jackson (1873-1956), this park was built in the place of a horse racing track Windsor Jockey Club that formerly occupied the site. The park is home to several war memorial monuments, including the Boer War Memorial, the World War II memorial, and several other monuments of note.

The World War II monument formerly hosted a Lancaster bomber (FM 212) that was perched onto a concrete pedestal, but the plane was removed in 2005 to be replaced by two fighter planes: a Spitfire and a Hurricane fighter/bomber.

The park also hosts a number of sunken gardens called the Queen Elizabeth II Gardens directly behind the Boer War Memorial. Interestingly, the Boer War Memorial was once located in downtown Windsor and served as a staircase and fountain for the former Post Office.
