5-story residential building completed in 1888. Designed by F. W. Klemt, it is clad in red-painted brick above the ground floor. There are attractive wrought iron balconies with iron castings for uprights on the Fourth Street side. A heavy cornice with paired brackets crowns the building effectively and the Tenth Street front has a tier of large windows creating a vertical accent at midpoint. The ground floor is occupied by Chow Bar restaurant.
