Houses New York State Government offices. The 388 foot tall structure is Albany's second tallest building (after the Erastus Corning Tower). It was completed in 1928 and has 34 stories. When this photograph was taken, the building was undergoing extensive renovations (which are now complete). A construction elevator is visible on the front of the building.
