The monument has a full body statue of Elpidio R. Quirino standing with his cane held on his right hand.

There are three markers which have inscriptions (all in capital letters) of varied languages but all have the same message.
The front marker is the official NHI (National Historical Institute now NHCP, National Historical Commission of the Philippines) marker dated 1994 and it is inscribed in Filipino (the only one with the NHI logo and the only one with Quirino's middle initial).
The marker on the right side (facing the statue) is inscribed in Spanish.
While the left side (facing the statue) is in English.

Elpidio Quirino
(1890-1956)

Born in Vigan, Ilocos Sur, November 16, 1890.
Finished Elementary Education in Aringay, La Union and Secondary at Manila High School, 1911.
Obtained the degree of Bachelor of Laws at the University of the Philippines, 1915.
Started serving his country as teacher in Caparian, Agoo, La Union at the age of 16.
Appointed Private Secretary to President Manuel L. Quezon, Secretary of Finance during the term of U.S. Governor General Frank Murphy and Secretary of Department of Interior.
Elected Representative of Ilocos Sur, 1919; Senator 1922, 1931, 1941; Delegate to the Constitutional Convention, 1934; and Vice-President of the Republic of the Philippins, 1946.
Became President when Manuel A. Roxas died, 1948.
Elected President, 1949.
Died February 29, 1956.

His term as President of the Philippines was highlighted by the rehabilitation of the nation's economic recovery which was devastated by the World War II; and the restoration of peace and return of the citizen's faith in the government.
