In 1996, the contractor of this mall partly demolished the old Paco PNR Station in order to build a 7-storey shopping mall called "Paco Mall." It would have enlarged and join the railway station. But unexpectedly, the contractor ran out of money, forcing the construction to be halted not later than 2000. The halting left the mall a skeleton with only four floors.

On April 27, 2012, Home Guaranty Corporation (HGC) pursued the air rights sale over the mall despite the ongoing PNR protest.
