The former neighborhood was located just east of downtown Indianapolis, bounded by Market, New York, and Oriental streets, and State Avenue. Arsenal Avenue was built in the late-1800s to connect a munitions storage and repair site to the National Road, now known as Washington Street. In 2020, Holy Cross absorbed Arsenal Heights.

In 1862, the U.S. Congress passed an act that brought a National Arsenal to Indianapolis, built on land now occupied by Arsenal Technical High School. The arsenal attracted Germans eager to provide services, while a growing transportation industry lured Irish immigrants.

Style of homes: Queen Anne, Italianate, Craftsman, large single-family homes and single or double cottages with intricate detail.

Amenities: Willard Park at State Avenue and Washington Street; Highland Park at Highland and New York streets; restaurants; 100-year-old Holy Cross Catholic Church.
