The current city hall is the building in the upper portion of the selected area. The Elgin Opera House is the larger building at the lower end of the selected area. Prior to the construction of the city hall, the Opera House housed a theatre, city hall, the police, and other city offices. The theatre portion of the Opera House was restored in the early 1980s. The restoration included the recreation of the box seats, which had been plastered over in the decades prior. The Opera House dates to the late 1800s.
