Pioneer Camps - in USSR it was the analog of boy (girl) scout camp. The main objectives were discipline and Soviet-oriented mindset.

This place is not abandoned. Although the buildings and the area itself looks like one, most of the windows and doors are in place. They have 1 security guard at all times. No dogs. It looks pretty clean.
Makes an impression that someone wants to rebuild it from what's left in there. Can't say the buildings are capable of housing kids. Even for a warm summer time. Needs a lot of work.
