Built by the Chavez administration to provide the barrio people affordable food, modern healthcare (there is a heart reanimation center), a boys and girls entertainment vacation camp. There is also a workers-owned shoe fabric, and a tee-shirt fabric. Before 1998, there was nothing, and the barrio people only had their eyes to cry.
