Designed c. 1926 by Walker & Gillette for the financial figure Charles W. Mitchell who was the former head of National City Bank. Mitchell and his wife Elizabeth hosted large parties with the best musical talent of the day including George Gershwin. However due to the stock market crash, the family lost most of its fortune and was forced to sell.

After he declared bankruptcy in 1939, the house was occupied by J.P. Morgan & Co. The French Government bought the building in 1942 and moved its consulate from 30 Rock to the townhouse that same year.
