This building, located at the corner of Adams and Willoughby Streets in Downtown Brooklyn, was designed in the 1920's for the Brooklyn Edison Company by McKenzie, Voorhees & Gmelin and built by Cauldwell-Wingate Company.

New York City acquired the 13-story building in 1989. Tenants include the Department of Finance, Department of Probation, Board of Elections, Administration for Children’s Services and various other agencies.
