“KEHRA MILLS” (1936-1993)
1936, August 27th
A corporation named "Kehra Mills" was established with 100% state ownership.
1937, April 17th
The building company "Edenberg Brothers" started civil work of the mill.
1938, August 25th
The new sulfate Pulp Mill in Kehra was inaugurated.
1952
Installation of paper machines no. 1 and 2. Kraft paper production began three years later.
1957
First sack machines to produce sewn sacks, were erected.
1962
PM3 (Voith) started. Sack plant equipment was completely replaced with the new one. Capacity of sack production reached 135 mln sacks per year.
1991
Disintegration of the Soviet Union lead to the new ownership of the Mill. The Ministry of Economics of Estonia (independent state) became the new owner.
1992
Mill was shut due to problem in the lower drum of Recovery Boiler, the new owner was not in a position with the resources to restart production at the “Kehra Mills”.
1993, March 1st
The plant was designated for liquidation.
1995
The Mill came back with a new lease on life, when Tolaram Group acquired it.

“HORIZON PULP & PAPER“ LTD (1995-TODAY)
1995, July
Tolaram Group of Singapore acquired
the mill and named it “Horizon Pulp & Paper” Ltd.
1995, October
The mill resumed its commercial production.
1997
IFC became the Shareholder of the company.
1998, June
President of Estonia inaugurated the Tissue Converting Plant in Kehra.
1998
Signing of “Phase I Agreement” (modernization and rehabilitation of Horizon) with IFC – investment of USD 10.5 million.
1999
“Phase II Agreement” (modernization and rehabilitation of Horizon) was signed with IFC and Leonia Bank / Finvera – investment of EUR 31.9 million.
2001
“Phase II” completed.
2007
Installed state of the art washing line - DD Washer - supplied by Andritz.
2008
Tolaram bought back the shares from IFC, becoming 100% shareholder of “Horizon”.
2011, December

Installed new "Super Batch" cooking system - supplied by Metso.
