"The U-Turn Street" (Baltimore)

As there is no good access from Federal Hill to I-95 South, you will frequently see cars turning right onto this street, making a U-turn, then a left at the light to get on I-95 South. Recently a "No U-turn" sign has appeared, but it hasn't seemed to make a difference.
