Opened in 2003 and managed by Chambers County. Named for Hugo Franssen (1824-1883), a Dutch immigrant, who came to Texas with his wife, Metta, in the 1850s. Facilities include a pavilion, playground, picnic tables, restrooms, boat ramps, and observation deck. Park is day-use only. The park is also home to Hugo Franssen's grave.
