Designed by Bernard Maybeck, who took his inspiration from Roman and Greek architecture. The sculptured frieze and allegorical figures representing Contemplation, Wonderment and Meditation were created by Ulric Ellerhusen. It was one of only three buildings from the 1915 Panama-Pacific Exposition not to be demolished, the others being the Japanese Tea House (not to be confused with the Japanese Tea House that remains in Golden Gate Park, which dates from an 1894 fair) and what is now known as the Bill Graham Civic Auditorium.
Construction began December 8, 1913 and the Palace was originally made of plaster and burlap ("staff") over wooden framing. By the 1960s, the original structure, which had never been intended to be permanent, was badly decaying. It was demolished and a recreation was built in cast concrete between 1964 & 1967.
The exhibition hall, which originally housed Impressionist paintings during the exposition, was for many years home to the Exploratorium, a state of the art interactive science museum.
Prior to 1925, the Palace of Fine Arts was part of the military reservation of the Presidio of San Francisco. By Act of Congress on March 3, 1925 the Palace of Fine Arts building was conveyed to the City and County of San Francisco for educational, art, exposition, and park purposes. On August 8, 1941, the DoD repossessed the facility from the City and County for use as a Medical Storage Depot. The authority for this action was established by an Ordinance which contained a provision granting the DoD the right to take possession of the Palace of Fine Arts in the event of war or any national emergency.
It found various uses until it finally had to be completely demolished in 1964, and then reconstructed in more durable materials over the next decade (the original wood, burlap, and plaster were never meant to last).
