Located in western Lithuania covers area of 1705 km². Divided into 11 elderships. Administrative centre - Kelmė, smaller cities are Tytuvėnai, Užventis. Themajority of municipality area lies in Žemaičiai highands, half of land is used for agriculture needs. Part of teritory is preserved by Tytuvėnai, Dubysa, Kutuvėnai, Varniai regional parks. Many historic, culture heritage remained, especially in Tytuvėnai. The longest rivers are Kražantė, Venta, Dubysa.
