These are older model Sturgeon & Los Angeles Class Subs awaiting "ship recycling" which is a navy term for cutting out the nuclear reactor from the sub and scrapping the rest. The reactor is then taken to the Hanford Reservation near Yakima, Washington area where its placed in a large pit to be buried.
Since this is an older photo, many of these subs are now scrapped and are being replaced with the older 1st generation of Los Angeles Class attack subs.
