This building was constructed in 1928 & was occupied by Stephens Paints until 1962. After extensive renovations, inside and out, it was converted into a 2-level shopping mall in 1981 and at that time had an initial complement of 12 shops and a restaurant. The retail shops were eventually removed and the building further renovated to accommodate a restaurant and nightclub. The building's last tenant was Presutti's Tomatoes Restaurant. It closed in 2005.

On April 16, 2007, city council removed the vacant building from the city's heritage holding list. Developers eyed the property as parking space to go in conjunction with the redevelopment of the Cornwall Professional Building (Darke Block). The building was demolished in 2008.
