We called this area "ground zero" during the time I worked at the Pentagon, primarily because we were pretty sure that it was targeted by multiple Soviet/Russian nuclear warheads.
During warmer months, outside vendor services have food, and people frequently eat or sit on the benches or at the tables. Sometimes entertainment groups are brought in from various places around the country.
There's an old story about the Owl statue on the top of the small building at the center of this area. Try looking for it. ;-)
