Constructed in 1929-1931, for the Price Brothers Company, the building is the only skyscraper in the Old City. The 17 storey, Beaux Arts structure designed by Montreal architects Ross and MacDonald, features a number of reliefs and a large entrance hall with bronze, marble and gold fixtures, as well as two maple panelled elevators.The official residence of the Premier of Quebec is located on the top two floors of the building.

The building served as the headquarters for Price Brothers, a large pulp and paper company. Copper plaques within the building depict the company's early pulp and paper activities. Through mergers Price Brothers became Abitibi-Price and then today`s Abitibi-Consolidated.
