The curves of the original road plan ---the graceful intersecting ovoid sections of Executive Avenue and the Ellipse--- being ill-suited to White House area security upgrades (especially after the September Eleventh attacks), this section of oval loop was de-paved and closed to most vehicles. The surface was converted to turf-blocks (concrete grid-cobbles with holes for grass seed) to stand up to the occasional use by security or groundskeepers' official vehicles.
