Does the sculpture have any particular significance or is it just an art piece?

This item was never here, it was across the street. In satellite imagery as of Nov. 2014 the shadow of the arches can be clearly seen there. However, c.2014 this sculpture was removed in order to allow a new traffic layout. The paved area has been completely replaced by road way so it is doubtful the sculpture will return to this spot. A brief search reveals no information regarding the fate of the piece. Unsure as to how to represent this in Wikimapia.
