Two storey building constructed in 1913, also known at times as the Taylor Block and the Rolph Block. It was formerly the site of the Blue Bird Groceteria, an Orange Crush bottling plant, Mid-West Automotive and The Outter Limits clothing/outfitter store.

Its current tenant is Frank and Lucy, a clothing store, originally called six40 (and located at 640 Broadway Avenue). Owned by Chuck and Michael Scheibelhoffer, and named after their parents. The Scheibelhoffers also own the Clothes Cafe next door.

The building's frieze (flat part beneath the cornice, or topmost piece of the roofline) says "1987", when the building's facade was redone by a noted local land developer, Ken Achs.
