The turn basin was originally built to allow barges to off load the S-IC first stage and and S-II second stage of the Saturn V launch vehicle. They were then rolled into the VAB for processing and stacking. It's now used to do the same thing for the Space Shuttle External Tank.

    They are first towed to the Solid Rocket Booster processing facility at the Cape Canaveral Air Force Station, reconditioned, then brought here.
